This week, the University of Toledo is hosting active shooter training, so police departments all over the region can prepare for the possibility of terror in the classrooms.
UT Police Chief Jeff Newton says this marks a change in active shooter response policy for his department of 37 sworn officers.
Instead of waiting for back-up, an officer will enter a dangerous building all alone.
"I'm going to kill you! You're going to pay for this!"
The staged emergency scenario is intense.
"Sheriff's office, coming in!"
A lone officer followed by an instructor navigates chaos in the hallways.
"Where at? Which way did he go?"
"I don't know he's just down there, man."
He tries to get to the classroom to shoot the person who is attacking terrified students.
"The goal is really to get into the building as quickly as possible," says University of Toledo Police Chief Jeff Newton.
Chief Newton says this week instructors from two dozen police departments all across Northwest Ohio and Southeast Michigan are in town undergoing what's called RAIDER training.

COLUMBUS: A state instructor training educators to respond in school shooting situations said Thursday that planning a response, practicing in advance and using whatever resources are available in such emergencies are keys to saving lives.
Participants in the first of five regional training events around Ohio watched a sometimes graphic and emotional slideshow presentation about warning signs missed and lessons learned in previous cases, including the Columbine and Virginia Tech tragedies and the deadly Chardon shooting in February that spurred the state to plan this training for educators. It ended with a tribute to victims of the December massacre at a Connecticut elementary school, an event that spurred a surge in interest in the state’s training.

Another senseless tragedy conducted by a lone, deranged gunman against an innocent population. Sandy Hook will be another formerly unknown, small, and I’m sure locally-loved school, that now forever will be known for horror instead of the place of learning that stood for years. Our prayers go out to the community, and especially the parents of those children and families of the adults.
One person should not be able to achieve this much carnage. I know this is a very general statement to make, but I firmly believe it is true. As of this writing, formal reports are not available on exactly what happened that fateful day last December, but we do know this: One lunatic with a gun, shot and killed too many people when compared to the number that were wounded. Every time I see this skewed statistic, we know one of two things were true. Since there should always be more wounded than killed in mass shootings given it is harder to kill than wound, either the target environment was too easy or the shooter possessed a very high level of tactical skill. Rarely is the latter the case.
It is imperative that we inform and train the population in how they can become a very difficult target when a madman has made contact. The standard training received around the country that limits response to securing-in-place and waiting for the police has to be addressed. This has been an on-going discussion for over 10 years, but time for talk is over. To our detractors and naysayers who wish to limit the information and options given to our citizens prior to them finding themselves involved in a man-made disaster, it’s time to put up or shut up. If you don’t like our recommendations, which reflect on our God-given natural options, then provide alternatives. Just saying no is not a recommendation. It is a cop out and a dereliction of duty, especially when you desire to call yourself the expert and want people to listen to what you have to say. Stop telling our citizens what they can’t do, and advise them of what they can do to increase their survival odds when confronting a determined killer.
Citizens’ helping themselves is the way to mitigate these disasters. In most cases, it will be the only way.

(Cq) It is currently the subject of explatory discussions in numerous school districts in the Greater Boston area. The protocol emphasizes making active decisions, such as barricading classroom doors; coordinating on-the-spot evacuations; and, if all else fails, throwing objects and using body weight to topple a shooter. The 'counter' option that teaches children to resist an attacker when cornered has generated controversy.

<strong>HAZELWOOD, Mo. (KSDK)</strong> - The Hazelwood School District is considering adopting new procedures to train students how to handle an active shooter situation. This comes less than a week after the Newtown school shootings in Connecticut.</div>
<div style="background-color: white; color: #2c2c2c; font-family: Arial, Helvetica, sans-serif; font-size: 16px; line-height: 22px; list-style-type: none; margin-bottom: 18px; margin-top: 18px; padding: 0px 0px 0px 160px; text-align: left;">
Hazelwood officials are consulting with area police departments on adopting a program called Alert, Lockdown, Inform, Counter and Evacuate (ALICE).</div>
<div style="background-color: white; color: #2c2c2c; font-family: Arial, Helvetica, sans-serif; font-size: 16px; line-height: 22px; list-style-type: none; margin-bottom: 18px; margin-top: 18px; padding: 0px 0px 0px 160px; text-align: left;">
The program was developed by former SWAT officer Greg Crane of Texas. He believes the lockdown protocol many schools have in place in the event of an armed intruder, is not the best practice.</div>
<div style="background-color: white; color: #2c2c2c; font-family: Arial, Helvetica, sans-serif; font-size: 16px; line-height: 22px; list-style-type: none; margin-bottom: 18px; margin-top: 18px; padding: 0px 0px 0px 160px; text-align: left;">
"I think people need to be equipped and empowered during the situations where they can start making their own decisions on what is going to offer them their best survival options. What those options are prepare you with the mental tool box with strategies and things they can do to increase survival," Crane said.</div>
<div style="background-color: white; color: #2c2c2c; font-family: Arial, Helvetica, sans-serif; font-size: 16px; line-height: 22px; list-style-type: none; margin-bottom: 18px; margin-top: 18px; padding: 0px 0px 0px 160px; text-align: left;">
Crane says many lockdown systems schools use at present involve students being locked in a classroom waiting for police to arrive. Crane says in many cases police can't get to a school before the shooting is over. His system doesn't tell students how they have to react, but gives them a variety of options in hopes of surviving such an event.</div>
<div style="background-color: white; color: #2c2c2c; font-family: Arial, Helvetica, sans-serif; font-size: 16px; line-height: 22px; list-style-type: none; margin-bottom: 18px; margin-top: 18px; padding: 0px 0px 0px 160px; text-align: left;">
"We don't dismiss securing in place (lockdown) as a viable option; we just don't believe it should be the only option," Crane says.</div>
<div style="background-color: white; color: #2c2c2c; font-family: Arial, Helvetica, sans-serif; font-size: 16px; line-height: 22px; list-style-type: none; margin-bottom: 18px; margin-top: 18px; padding: 0px 0px 0px 160px; text-align: left;">
Crane feels if students have a chance to escape a active shooter situation, by getting outside, they should, instead of being locked down.</div>
<div style="background-color: white; color: #2c2c2c; font-family: Arial, Helvetica, sans-serif; font-size: 16px; line-height: 22px; list-style-type: none; margin-bottom: 18px; margin-top: 18px; padding: 0px 0px 0px 160px; text-align: left;">
Crane also teaches students about becoming a harder target: including throwing items, moving about, creating confusion for the shooter.</div>
<div style="background-color: white; color: #2c2c2c; font-family: Arial, Helvetica, sans-serif; font-size: 16px; line-height: 22px; list-style-type: none; margin-bottom: 18px; margin-top: 18px; padding: 0px 0px 0px 160px; text-align: left;">
"People say that is going to be chaos. I want to see chaos. Chaos is a difficult environment to work in," Crane says. "But when I'm just sitting on the floor, and my 20 partners (classmates) are sitting on the floor, how difficult is that for him (shooter)."</div>
<div style="background-color: white; color: #2c2c2c; font-family: Arial, Helvetica, sans-serif; font-size: 16px; line-height: 22px; list-style-type: none; margin-bottom: 18px; margin-top: 18px; padding: 0px 0px 0px 160px; text-align: left;">
The Hazelwood School District says it will consider all feedback from local police before deciding to implement such a program.</div>
<div style="background-color: white; color: #2c2c2c; font-family: Arial, Helvetica, sans-serif; font-size: 16px; line-height: 22px; list-style-type: none; margin-bottom: 18px; margin-top: 18px; padding: 0px 0px 0px 160px; text-align: left;">
ALICE does have its critics, especially pertaining to the counter teachings.</div>

Aurora schools Superintendent Russ Bennett said the aftermath of the shootings in Newtown, Conn. was "heart wrenching" as area leaders reacted to the recent Dec. 14 tragedy.</div>
<div style="border: 0px; line-height: 16.1px !important; margin: 14px; outline: 0px; padding: 0px; vertical-align: baseline;">
Streetsboro Mayor Glenn Broska said he is "still trying to absorb the absolutely senseless tragedy that has occurred in Newtown."</div>
<div style="border: 0px; line-height: 16.1px !important; margin: 14px; outline: 0px; padding: 0px; vertical-align: baseline;">
"I will convene a meeting as soon as possible with our [Streetsboro] police department and the leadership at the schools to further enhance the safety of our kids," Broska wrote on a Facebook post. "I have already formulated thoughts and ideas, and will share them at the meeting."</div>
<div style="border: 0px; line-height: 16.1px !important; margin: 14px; outline: 0px; padding: 0px; vertical-align: baseline;">
Representatives from the Streetsboro Police Department met with school principals and Superintendent Dr. Tim Calfee on Dec. 17, according to Streetsboro Police Chief Roy Mosley III.</div>
<div style="border: 0px; line-height: 16.1px !important; margin: 14px; outline: 0px; padding: 0px; vertical-align: baseline;">
"We are going to be more visible this week to be a reassurance to parents so they know that we're out there," said Mosley during the final week of school before the winter break. The schools also will implement the ALICE program.</div>
<div style="border: 0px; line-height: 16.1px !important; margin: 14px; outline: 0px; padding: 0px; vertical-align: baseline;">
In Aurora, the schools already have the ALICE program in place.</div>
<div style="border: 0px; line-height: 16.1px !important; margin: 14px; outline: 0px; padding: 0px; vertical-align: baseline;">
According to Bennett, the schools have resource officer Michelle Ice, who has trained the staff in ALICE and will train students as well.</div>
<div style="border: 0px; line-height: 16.1px !important; margin: 14px; outline: 0px; padding: 0px; vertical-align: baseline;">
The training program known as ALICE (alert, lockdown, inform, counter and evacuate) has been taught throughout the country, officials said. The training teaches people how to prepare and possibly fight back against an armed gunman.</div>
<div style="border: 0px; line-height: 16.1px !important; margin: 14px; outline: 0px; padding: 0px; vertical-align: baseline;">
Some of the training techniques include learning how to barricade a door, how to escape by breaking a window and, if a person can't get away, how to fight back if there is no other option.</div>
<div style="border: 0px; line-height: 16.1px !important; margin: 14px; outline: 0px; padding: 0px; vertical-align: baseline;">
"All of the doors are locked during the school day," said Calfee. "We have a buzzer system along with a camera system so we know who is at the door."</div>
<div style="border: 0px; line-height: 16.1px !important; margin: 14px; outline: 0px; padding: 0px; vertical-align: baseline;">
According to Calfee, there is a police officer assigned to the district all day, every day.</div>
<div style="border: 0px; line-height: 16.1px !important; margin: 14px; outline: 0px; padding: 0px; vertical-align: baseline;">
"IN EVERY office, there is a 'panic button' that connects immediately to the police station," Calfee said.</div>

Boston Globe 12/24/2012: Several area school districts are interested in a controversial response to shooting rampages that trains teachers and students to act quickly to save themselves rather than hide in a locked classroom and wait for police.</div>
<div style="background-color: white; border: 0px; font-family: Georgia, 'Times New Roman', Times, serif; font-size: 16px; line-height: 26px; list-style: none; margin-bottom: 1.125em; outline: 0px; padding: 0px; vertical-align: baseline;">
Canton Police Chief Kenneth Berkowitz, a vocal supporter of the approach, said more than 10 communities have contacted him since the Dec. 14 Connecticut school shootings to learn about the response training, called ALICE, an acronym for alert, lockdown, inform, counter, evacuate.</div>
<div style="background-color: white; border: 0px; font-family: Georgia, 'Times New Roman', Times, serif; font-size: 16px; line-height: 26px; list-style: none; margin-bottom: 1.125em; outline: 0px; padding: 0px; vertical-align: baseline;">
“The old lockdown is pretty much antiquated,” said John Gagnon, a school resource officer in Hopedale, with a population about 6,000. “That whole hide-under-your-desk-and-wait is done.”</div>

The training approach had been adopted by school officials in Canton, Hopedale, and Wilmington in the months before the Connecticut tragedy, although a junior-senior high school in Hopedale appears to be the only district to have actually trained students; it held a single practice drill this fall.</div>

The ALICE approach has gained the support of local superintendents in Westborough and Stoughton, and has been the focus of exploratory inquiries in Concord, Franklin, North Andover, Wellesley, and Winchester. In Georgetown, the district has discussed altering its security protocol to include training staff and students in an extreme lift-threatening situation to “fight for their lives.”</div>

About 300 out of more than 130,000 public and private schools nationwide, or about 1.5 million students, are using ALICE, which was created more than a decade ago by Greg Crane, a former SWAT officer in Texas, following the 1999 Columbine High School massacre. The ALICE approach is marketed by Response Options, a Texas-based security firm run by Crane.</div>

<br />
A new school safety protocol being piloted in the Canton Public
Schools and a handful of other school districts throughout Massachusetts
will teach students and staff to be proactive — and possibly even use
aggression — in the event that they are confronted by an armed intruder.<br />
The new protocol, which is being spearheaded by CPD Detective/School
Resource Officer Chip Yeaton, will make use of the A.L.i.C.E. training
program [<a href="http://www.responseoptions.com/">www.responseoptions.com</a>] for violent intruders — an active resistance model created by
former teacher and SWAT officer Greg Crane of Burleson, Texas.<br />
<br />
“Faculty, staff, and students need to know how and when to exercise
fight or flight options,” explained Yeaton, who has trained with Crane
and is passionate about the A.L.i.C.E. program [<a href="http://www.responseoptions.com/">www.responseoptions.com</a>]. “They need to know all
of the defense options that are available to them yet never talked
about. They need to know how to react. This course showed how to look at
your options in the eyes of a victim.”<br />
A.L.i.C.E. [<a href="http://www.responseoptions.com/">www.responseoptions.com</a>] is an acronym that stands for Alert, Lockdown, Inform,
Counter and Evacuate. The program utilizes environmental design,
technology, communication, and human action to improve one’s survival
chances when faced with an immediate danger.<br />
<br />
The current protocol, which has been in place for a number of years
and is used in school systems across the country, consists of an alert
and lockdown only. Students and staff have been instructed to lock their
classroom doors, turn off the lights, and hide in a far corner of the
room while remaining calm and quiet.<br />
